SMART SCHOOLS INVESTMENT PLAN OVERVIEW In November of 2014, New York State voters approved the Smart School Bond Act (SSBA). The Pawling Central School District was allocated $616,095 as part of this act. Regulations and processes required in order for Districts to access their funds began to emerge in July of 2015 and the initial survey, required to meet preconditions, opened in October of 2015. A review of the District’s needs and goals determined that the primary uses of these funds would be to purchase wireless devices as well as support technology and security infrastructure.

As a precondition to using the funds, the District has ensured that there is adequate Internet bandwidth in excess of 100 Mbps per 1,000 students to sustain the increase of more classroom devices. The District’s current bandwidth exceeds this minimum at 160 Mbps, with plans to increase in the near future. Additionally, the proposed plan aligns closely with the current three year Technology Plan, approved and on file with the NY State Department of Education.

SMART SCHOOLS INVESTMENT PLAN ALIGNMENT Strategies for the SSBA allocation closely align to the District’s 2016-2019 Technology Plan Goals: 1. Support learning and differentiation for all learners with enhanced curriculum and modern 21st Century tools 2. Continue to provide technology training, staff development and continuing support for relevant technological applications 3. Support and enhance the development and refinement of technology-based skills through curriculum in accordance with the National Educational Technology Standards (NETS) 4. Increase awareness of Internet Safety and Digital Citizenship for students, staff, and parents while maintaining an individual’s right to privacy 5. Cultivate and enhance parent and community communications 6. Develop and implement a 1:1 technology distribution and support model for the District

The SSBA allocation will specifically support the Technology Plan goals by: • • • • • •

Updating necessary wireless access points and core network switches; Expanding the one-to-one Chromebook initiative by purchasing Chromebooks for the use of students in grades 3-12; Providing iPads for students in grades K-2; Enhancing security and emergency preparedness and responsiveness for all schools and at the Transportation facility; Deploying a Virtual Machine (VM) environment to replace existing desktops and reduce costs over time; Replacing deteriorating interactive Smart Boards with Epson Brightlink interactive projectors.

PURCHASE PLAN AND ALLOCATIONS In alignment with the approved 2016-2019 District Technology Plan, the District plans to use SSBA allocations as described below. Table 1. Summary of Allowable SSBA Expenditures SSBA Budget Category School Connectivity Classroom Technology High Tech Security TOTAL

School Connectivity In order to meet the increased need for online access and the bandwidth requirements for the SSBA, the District will be replacing its existing firewall, wireless access points, and storage area network (SAN) with updated equipment. Additionally, twelve of the network switches that support the District’s network will be replaced with newer switches, capable of supporting higher throughput, plus power over Ethernet (PoE) functionality. In addition, the District will begin a virtual machine (VM) implementation, which will reduce the necessity of replacing desktop machines while supporting mobile access.

Classroom Technology The District plans to increase the number of wireless devices in several areas. To support the ongoing one-to-one Chromebook initiative, the District plans to purchase Dell 11 (or the equivalent model) Chromebooks. Chromebooks will significantly increase student access to technology devices, to online environments, and allow for greater collaborative student-centered learning opportunities. These units will have 4 GB of RAM and 16 GB solid state hard drives. They will support the AC wireless standard and have 11.6” touch screens along with fully integrated keyboards. They will be purchased with the Chrome OS Management license so that they can be added to the District’s existing Google Apps for Education (GAFE) domain. At Pawling Elementary School, Chromebooks will be available for each student in 3rd and 4th grades in order to increase student accessibility to web-based resources. Chromebooks will also be available for teachers. The specifications for these devices are the same as the Chromebooks listed above. A secure cart will be available for storage of these devices in all the 3rd and 4th grade classrooms. iPads will also be purchased for Kindergarten through 2nd grade classrooms. is planning on purchasing the Apple iPad Air 2 Wi-Fi tablet. These devices will have a 16 GB hard drive and a 9.7” screen. Each device will be kept in a high-impact case and charging carts. For Pawling Middle School, Chromebooks will be purchased to establish a one-to-one environment for the 2016-17 year. The design of the one-to-one environment will be determined by the Building Level Technology Team (BLTT). It is likely that the approach will take advantage of take-home, loan, and in-class distribution methods. The implementation at Pawling High School will be similar, but completed in the beginning of the 2017-18 year. Increased access to devices capable of efficiently accessing the Google Apps for Education (GAFE) domain maintained by the District will allow students to more easily manage their online portfolio of work and content while in school. Content they develop in GAFE is then accessible to them anywhere they have access to the Internet, including but not limited to their homes, smart phones, public libraries, etc. This school/home connection is a key component of our goals for 21st Century learning. The District has researched methods to ensure equitable access to the Internet beyond the school day and will be able to launch a pilot loan program for a type of mobile device designed for educational purposes. The district will replace existing Smart Board interactive white boards with more efficient Epson Brightlinks. This equipment includes document cameras, speakers and Epson Bright Link Projectors. Benefits of such devices include the increase in interactive instructional tools, increased motivation among students, improvement in lectures with audio-visual tools, better instructional materials, and the potential to cater to all learning styles. In such a setting, this interactive technology supports a quality learning environment.

High Tech Security The SSBA allocation will enable the District to install high-tech security features in school buildings and on school campuses, including but not limited to video surveillance, emergency notification systems, and physical access controls. The District Wide Security Lockdown System will be enhanced with four additional "panic" buttons. Surveillance capabilities will be enhanced with 17 additional cameras to be installed at the Transportation facility, on the rear exterior at Pawling Middle School and High School, and in the gymnasiums at Pawling Middle and Pawling Elementary Schools.

PROFESSIONAL DEVELOPMENT

As digital technology becomes more widely available and continues to change, there is a compelling need to provide on-going professional development to support educational reform goals, New York State Standards and Common Core Standards, and locally developed curriculum. Research-based effective practices as well as District outcomes for students demand that students have inquiry-based, collaborative, and differentiated learning experiences. The SSBA allocations support the acquisition of essential tools, but does not provide funding for professional or curriculum development.

Pawling Central School District will continue providing resources based on its approved budgets to support and promote activities for technology integration professional development for staff, teachers and administrators. The PCSD approved Professional Development Plan highlights the importance of professional development for technology integration. The District is committed to ensuring that our staff, teachers, and administrators can efficiently use technology for productivity and to effectively promote student achievement, teaching and learning.

SUSTAINABILITY The District is committed to the expansion of use of mobile devices in the classroom, particularly in the area of Chromebook use at the middle school and high school levels. The District will make a commitment to continue allocating money in the budget to continue to support this initiative over the next several years. Each year over the next four years, an allotment of funds will be budgeted for the normal repair costs of a percentage of the total devices. After four years, devices will be replaced and/or reallocated in order to ensure the equipment stays current and new technology is supported.

PROVISIONING AND DISTRIBUTION TIMELINE

Once the Investment Plan is approved by the State, equipment will be purchased in accordance with the District’s purchasing polices. Once equipment arrives, the IT staff will prioritize the unboxing, inventorying and provisioning of the equipment. The district will include this new equipment in its existing inventory database and monitor it to ensure equipment is securely maintained in its designated locations. The District’s comprehensive asset insurance policy will be updated to reflect the additional equipment as well.
